This community-led process will shape future actions and an overall vision for four gateways within St. Louis Park for years to come. These four gateways in St. Louis Park are the areas around the METRO Green Line light rail stations at Louisiana Avenue, Wooddale Avenue, and Beltline Boulevard, as well as West Excelsior Boulevard.

The Arrive + Thrive planning process is nearing completion! Your engagement from our prior to phases has informed analysis and idea development to solidify outcomes and future implementation actions for each of our gateways. The outcomes for each gateway represent a desired future for land use, mobility, and natural systems decisions. These visions will be used to inform decision making by the City as policies are updated or applications are reviewed. In addition, specific implementation actions will be identified to support progress towards the identified vision.

We need your input! The outcomes for each gateway have been illustrated and highlighted through videos and drawings shown below. As we move to finalize this planning process, we want to know what you are most excited about or where you still have questions. Additionally, we welcome your collaboration to implement the vision of each gateway!

What are the outcomes?

Outcomes for each of the gateways have been organized into the three categories described below, and include public and private investments that will support the vision for each gateway. A number of implementation actions will be required to support each outcome, including policy changes, public investments, road construction, and private investments.

Land use + development

The land use + development outcomes explored the existing development uses and built environment. Outcomes include redevelopment and reuse opportunities throughout the gateways. Future implementation of this area may include zoning changes and regulatory updates.


Mobility + access

The mobility + access outcomes explored how people move within the gateway, considering the overall travel experience and safety. Outcomes include roadway, trail, and sidewalk network changes, roadway design changes, and safety improvements. Future actions could range from sidewalk/trail improvements to changes to property access.


Parks + natural systems

The parks + natural systems outcomes explored natural environment and recreation features, including access to these areas, health of the resources, and future needs. Outcomes include new parks and open space areas and stormwater infrastructure. Implementation may include additional infrastructure, planting policies, and more.


How can you participate?

As we move forward to finalize the Arrive + Thrive process, we want to know what outcomes you are excited to see within each gateway. The following survey will share information about each gateway and provide opportunities for you to share your input. You’ll walk through the following steps:
